The only big game ive played that came out this year was gtav and, i know im probably alone on this, but i did NOT enjoy after the first 10 minutes or so. That being said, I have no opinion on what the best game this year was, as I haven't played nearly enough of them.

I can't think of any games from 2013 that I did play. 2013 was kinda bad for Video games other than the AAA titles. My top picks are

Sleeping Dogs- New take on Sandbox Games and a world that is Foreign and feels realistic. Set in Hong Kong, with exceptional graphics I might add, you play as Wei Shen. A undercover cop that infiltrates a Triad. As you continue the story the lines of Undercover Cop and Gang Member blur and your morals are questioned. Fighting is so fluid it feels like fucking batman fighting. Definitively check it out.

COD Ghosts- I like it even for the mindless gameplay. That is all

Bioshock Infinite's my pick. In retrospect it failed to deliver on many promises but it didn't matter too much because it was still an extremely solid title. Lots of really subtle storytelling along side a refreshing backdrop. I sat down and played it all in one sitting I was that immersed. Unhealthy I know but I felt it was worth it.

GTA V is my runner up just for its content value, some really cool missions alongside a very content heavy story plus an ever expanding online mode that can really envelop players.

Bioshocki I haven't played. I did however play the first one and can easily say if it's even slightly like it I can understand the opinion
GTAV on the other hand I did play. It's fun only if you have friends playing it as well and the story to me felt dry and unimpacting

I don't think it was intended to be impacting, it's rather nonsensical and that's not entirely a bad thing. On the online aspect, you're right about it not being fun without friends. Playing with friends online can result in some of the craziest hi-jinks though. :p

It's hard for me to pick one game that topped all of them, but I can think of a few very good ones.

Gone Home: This game had a story that was seemingly very simple, but it was presented so well and all of the details were so carefully crafted that it ended up being one of the best told through gaming I've ever seen. From being able to pick up everything in the house to see what significance it might have to learning about the character you play as through subtle descriptions and icons, this game was a big milestone for storytelling in video games.

Animal Crossing New Leaf: This game managed to vastly improve a long running and well loved series without breaking anything core to the experience, something that is difficult to do these days (looking at you Halo 4.) It stuck to the same core gameplay elements and values while improving on every little detail, creating a game that was unexpectedly better than any of its past iterations.

Bioshock Infinite: A strong, brain twisting story with great gunplay and a superb theme. While a few things were stolen from the original, it was another good step forward for storytelling in games and a great edition to a fantastic series.

None of these truly reach what I would consider a Game of the Year status, but they each did something very right. There were no games that IMO did something so outstanding that they soared above the rest, but there were still a lot of good games and it was the end year of a console generation.

Bitch please, how is Animal Crossing: New Leaf NOT worthy of being game of the year. I've clocked up over 70 hours on that game.

Right now in my town of Lanley, it's snowing :masterdebaytes:

Of course I haven't heard of 2 of these titles.

Anyway, my personal GOTY is Pokémon X because I think 260+ hours logged explains enough. Although there isn't too much to do post-game as of now unfortunately, the main game was fun (however easy if you leave Exp. Share on), and has that old feeling I felt from playing all the way back to the original R/B/Y+G/S/C games while adding new elements alongside a complete graphics overhaul, which I must say looks very nice, even on a 2DS. Once the Pokébank app (which was and is still delayed) releases there will be quite more to do post-game, which is not including the likelihood of future DLC/content-adding updates to the game in the future. I suppose my runner up would be GTA V, however the GTA Online experience really let me down for reasons I don't feel like explaining.
